We have a Military port here in Rio. Here is the Navy HQ, and I think it is here we are building our Nuclear Submarine. That's why Minas Gerais in always in Rio. I don't know about others military ports.
But The Great Minas Gerais is old, you need to use datas from WWI to use it in defcon. :)
