As you'll see, I didn't bullshit you. Sébastien just finished the layout of the "New Game" screen, and you'll have many options to choose a country. You can just blatantly select it, along with your goal(s) and time limit, or you can ask Defcon for a suggestion.
This will be done by describing the kind of profile you wish to play. You'll select the amount of problems the country faces (in the 4 spheres) and the general strenghts of the country, in the same spheres. Defcon will then propose up to 5 countries that are closest to the type of game you'd wish to play.
