Pressuring a country is to try to destabilize its government through political means. It could be littering the press, starting rumors and bans, everything that is legal, but still viewed as an aggression. The point is to weaken the target's position with other nations, and with it's population.

The type of threat that was mentioned, nuclear threat, will probably not be used by Defcon 1. If it does learn this, it will take him many turns, perhaps in a very long game (more than 50 years-game time). But the EHE will not make any difference between a bluff and reality. If you mass armies, he'll probably react if it thinks it's threatening, and if it can. But if you bluff too much, it'll learn that it isn't a threat anymore, and will go soft. (strategy hint here...)
