Will they be modifiable during the game? For example, Is it possible to take a weak country like Guatamala or Camaroon, and modify its assets to strengthen it to a miniature superpower? (Israel is one of those countries that have managed to sucessfully do it)

Of course! that's the object of the game! You will be able to research, build, trade, make policies, and so forth.

These all have real-world parameters to work with. If you want to create a faster super country, you still may use the editor. But I wouldn't recommend it to someone who wishes to play the game like it was meant.
