What about if "they" are all of an opposing party? What if "they" won't let you make a major foreign policy decision. The "police action" in Korea recalls a circumvention of the legislative body- wouldn't having to do things similar to that- ie, pacify the senate, kill your opponents, etc, be somewhat interesting? I'm not saying you should have to make sure that there aren't too many people urinating on sidewalks- you should just have to make sure everything within is good before you look without.
