Well, rebels might not take over, but changing a country's government type is a risky business. Imagine Bill Clinton saying that as of now, only the democratic party is legal, and you'll have elections, but only the democratic party is represented. It would be quite something to see. And this is the smootest change possible.

No, country's aren't breakable is Defcon 1.

Well, you can rig elections. That's the only way to do it. Everybody will think that the government is elected, but it's really you pulling the strings. Great for trading with somebody who doesn't like you, or having off-shore secret bases...
