In Defcon 2, it'd be cool to be able to cede or take territory in a war and arrange things like reparations and troop withdrawals. It'd be handy if you got into a war that turned out to be a larger undertaking than you thought it would be and decided to arrange a peace taking the territory you'd already conquered or ceding the territory the enemy had already conquered.
It would probably be difficult to do by square miles of territory and figuring out how farmable that land is and such but it could be done by territory, province and state.
