The "police action" in Korea recalls a circumvention of the legislative body- wouldn't having to do things similar to that- ie, pacify the senate, kill your opponents, etc, be somewhat interesting? I'm not saying you should have to make sure that there aren't too many people urinating on sidewalks- you should just have to make sure everything within is good before you look without.

What you recommend is a realistic form of a game, but if you think about it, that sort is all work and no amusement. If the game is to be just that - a game - some things will have to be assumed constant. Look at one possible scenario...suppose a country has parked a fleet of ballistic missile subs off the coast of the country you are representing, lets say that your internal council is debating about the form of government to introduce. (Yes, one supports sidewalk urination, and the other doesn't).
> I don't think in anyone's mind (especially Hussein's) would open a legislative keg party when their bums are about to be scathed. Situations are spontaneous, and may occur at any moment. This may not occur in the real world, but you can bet your buck's tail that it will likely occur in the game.
Acctually a wargame couldn't really exist if it had to be 'democratic ruleness' =), because many countries have laws against attacking other countries in their constitution..
