What you mean is only during the time their sovereignty is threatened (a high chance of using weapons of mass destructiom will be used).
However, many times this isn't the case. Wars,
by Socialist, Capitalist, and Military Regime governments have been started without a country's security ever being threatened, but mainly based on its own interests, regardless what any charter says.
