For the past 13 years Nigeria has been under military rule.  Despite this, there is a movement within the government to adopt a new constitution for a peaceful transition of power to civilian government.  Nigeria's leader faces the daunting task of rebuilding a petroleum-based economy, whose revenues have been squandered through corruption and mismanagement, and institutionalizing democracy.  Nigeria must also defuse longstanding ethnic and religious tensions, if it is to build a sound foundation for economic growth and political stability.
